I want my money back

Back in March Student Loan Exchange told me that by September 1, as I requested , they would be able to consolidate my two loans together, and I would be free of Nelnet and have just Fedloan. Again they said this would be done by September. 1, 2017. It did not happen. The contract states if not 100 percent satisfied you get a refund. I Want my money back !!!!
